It always pays to be ahead of the curve. After President Barack Obama announced funding for energy efficiency and renewable energy projects in his 2011 proposed budget, people saw the writing on the wall. Now new measures are also being proposed in Texas which would cause a dramatic increase in spending on energy efficiency, expanding programs to businesses and residents.
